WBVO Welcome to Wisconsin Board of Volleyball Officials
WBVO is a regional volleyball officiating association that recruits, trains, and certifies the officials who work collegiate volleyball matches — referees, line judges, and scorers. The organization manages the full certification pipeline, from initial application through on-court observation and evaluation, and provides its officials with rules references and tools to support consistent, high-quality officiating.
Governed by a Board of Directors under a formal set of bylaws, the WBVO also connects its members to a broad range of officiating opportunities and trusted uniform and equipment vendors, serving as the administrative and professional development hub for volleyball officials in its region.
The WBVO is an affiliate Board of PAVO (the Professional Association of Volleyball Officials).

From your first match to the highest levels of collegiate volleyball, the WBVO provides a clear pathway for officials to grow and advance. In partnership with the PAVO, we support the complete certification progression for Referees through four levels—Apprentice, Local, State, and National—along with Basic and National Line Judge certifications and Scorer certification. Each certification level builds on the last, creating a structured and achievable roadmap for advancement. Whether you're beginning your officiating journey or pursuing National certification, we're committed to helping you succeed every step of the way.
PAVO and WBVO offer comprehensive training resources to help volleyball officials develop their knowledge and confidence. PAVO provides national-level education through Referee and Line Judge Training Camps, instructional videos, PowerPoint presentations, and online learning platforms such as iREF and RuleSchool. Complementing these resources, WBVO offers local preseason clinics for referee, line judge, and scorer certification. Together, these programs provide expert instruction, constructive feedback, and rules education, allowing officials to sharpen their skills and prepare for success before ever stepping onto the court.

The Wisconsin Board of Volleyball Officials has developed officials of the highest caliber through exceptional training & mentorship opportunities.
